Pat Saini
Partner & Head of Immigration, Penningtons Manches Cooper
Pat Saini is a partner and head of the immigration team at Penningtons Manches Cooper, with nearly 30 years’ experience advising businesses, institutions and individuals on UK immigration strategy. She works with a diverse client base, from multinational corporations and ambitious start-ups to universities, scale-ups and high net worth individuals, helping them navigate complex immigration frameworks and unlock international talent.
Pat is known for her strategic, solutions-led approach, and works closely with founders and leadership teams to ensure immigration considerations support broader growth plans, particularly in fast-moving and highly regulated environments.
A recognised leader in her field, Pat has played a significant role in shaping UK immigration policy. Her work includes lobbying the Home Office on behalf of pathway providers which resulted in ‘sites and partnerships’ being incorporated in the guidance, leading the case for adding digital tech jobs to the shortage occupation list and being part of the panel which advised the government on the redesign of the Global Talent visa (Tech Nation).
Beyond her legal practice, Pat is deeply embedded in the UK’s entrepreneurial and technology ecosystem. She chairs the Immigration and Talent Working Group at Tech London Advocates and has served on the board of the Department for International Trade’s Global Entrepreneurship Programme.
Why do you support the work of The Entrepreneurs Network?
Access to global talent is one of the most critical factors in enabling businesses to grow and compete internationally. The UK’s entrepreneurs and scale-ups rely on clear, forward-looking immigration frameworks to attract the skills they need.
The Entrepreneurs Network plays a vital role in shaping that environment, bringing together business leaders, policymakers and advisers to ensure the UK remains an attractive, open and competitive place to build a business. Supporting that mission is key to enabling innovation, growth and long-term success across the economy.
